Chia Boon Cher

As a seasoned HR practitioner, Boon Cher is an advisor to Virtual HR, with over 3 decades of experience in both the public and private sectors. At Virtual HR, he specialises in employment relations, HR training and development, and other HR practices, such as wage reform and flexi-work arrangements. Due to his wealth of knowledge, Boon Cher is regularly invited to share his experience and expertise in areas such as HR management, industrial relations and labour laws. He has given lectures, talks and workshops at highly-regarded organisations, such as the Lee Kuan Yew School of Public Policy at the National University of Singapore, NTUC-OTC Institute of Labour Studies, PSB Academy, Singapore Human Resources Institute (SHRI), Singapore Institute of Management and Asia Business Forum.

Prior to his work at Virtual HR, Boon Cher held various appointments within the Singapore Ministry of Labour (which has since been renamed the Ministry of Manpower). Here, he was responsible for enforcing various labour laws and conciliation of trade disputes. He also represented Singapore at international meetings and conferences, including the Asian Labour Ministers’ Conference, the 67th International Labour Conference and the 3rd Commonwealth/ Employment Ministers Meeting. Upon leaving the civil service, Boon Cher worked in HR management roles within a number of private sectors organisations, including the Bank of Tokyo, OUB, SmithKline Beecham, Singapore National Employers’ Federation and ST Aerospace. Boon Cher received his Bachelor of Science from London University and a Master of Arts in HR Development from the George Washington University. He has also been awarded the Advanced Certificate in Training and Assessment by the Singapore Workforce Development Agency.
